Because the hiragana ends with an う sound, you know this word is a verb. The kanji itself means descend, but this word means something closer to to fall or to come down.
降る is commonly used when talking about the weather, like 雨が降る (it rains) or 雪が降る (it snows). It also applies to other things falling from above, like 火山灰が降る (volcanic ash falls) or even figuratively, as in 幸運が降ってくる (good luck comes your way).
