You learned that 執 means "tenacious," but it can also mean "carry out." So what do you carry out with a writing brush? You carry out writing! But not just any writing — this is professional writing, so you better get it right!
執筆 is a formal word for the act of writing, especially professional or important work like novels, magazine columns, news articles, or academic papers.
This is a jukugo word that uses the on'yomi reading of the kanji, but both readings are slightly altered: しつ gets shorted to しっ, and ひつ gets rendaku'd to ぴつ. If you're having trouble with the rendaku, just imagine fervently writing page after page until your pits (ぴつ) start to reek. Mmm, smell those musky pits. That's the smell of someone who's just poured their heart and sweat out onto the page!
